Counterplay is already available... Garen does not perfectly counter Riven, however if the Riven player makes mistakes Garen is quite capable of capitalizing on them. That's all he is good at, punishing mistakes.

What's wrong with his Silence?

He has no mobility and has to be right on you to use it, and he doesn't 100-0 you during the duration of it or anything like other Champs that lost their Silences did.
