As far as i get Runes are going to be combined with Masteries. So it's not like Runes are going to be free, they will disappear completely.

As for the times I would say Dec - Feb 2018 ( just a guess )

what do u mean? for example thunderlords will have +15 magic pen. ?

the current systems are removed masteries and runes are rolled into one, by level 30 you will have everything available for NO cost, there removing the cost for more healthily accessible competitive options. makes sense.

100% free system means : free champs , skins , icons , runes/pages , bundles and generally everything .. so it's not actually 100% free system . they just make runes free
