Why do item icons take so long to be updated?

In the last PBE updates, Randuin's Omen icon got updated, but there are so many items in the shop, and most of them still have a (very) old icon, sometimes even from the beta.

A few examples item 1052 item 3031 item 1056 item 3102 item 3117 item 3110 item 3026 item 3089 item 3116

Why aren't they updated faster? Is it that complicated to change some icons? I'm really wondering, I have no idea.

I'm guessing they're trying to make it similar to the old one so we can know what item it is by a glance

Well, the new Randuin sure doesn't look like the old one XD
