How about preventing the same dragon spawning twice in a row?

As a jungle main, I feel like every single time I have dragon control I get a fairly mediocre mix of dragons, usually something like cloud, mountain, ocean, whatever. It also feels like whenever I don't have dragon control, there are 2 or 3 infernals in a row. I haven't gotten 3 infernals in a row in months, yet I've seen the enemy get it several times when I am behind or even when I started out ahead and got drag then fell off. And it feels really, really terrible losing an infernal and seeing the next one also an infernal knowing you'll have a harder time contesting the next one with the infernal buff helping them out. It leads to snowballing, which is not necessarily bad, except that it's also pure RNG and you may or may not get such an advantage the next time you're trying to snowball a game in your favor.

I don't think fixed dragon spawn order would be a good idea, but how about at least preventing the same type spawning twice in a row? It would avoid at least some of the RNG snowball aspect of dragon which feels so terrible, while keeping it random and making each game different to possibly benefit different team comps each time.
