10 percent feels really bad right now. I play Sejuani and am contemplating skipping this item altogether, which really sucks because this was usually my first buy. Hopefully Riot reconsiders this nerf.

Also, why are you building it on Sej? She's a tank, not a spell slinger. You should be focusing on making you engages stronger, not so much making them more often.

I have tried different boots out and having the early cooldown for ultimates has been the most successful for my playstyle. I have watched diamond players that stream on twitch also rush cooldown boots so I tried it myself and found it to be effective.
