Building full damage on Vladimir is better
I would like to retract this previous post after I tried it myself:
and realized AP is the better option.

Erockandroll2 votesThe biggest problem with the Juggermage build is that Riot is doing a pretty good job of suppressing it. And they had reason to do so.
Back in the MYMU Vlad initially had a stronger HP ratio on his passive, but Riot had since rolled back that change. Also they nerfed the max %HP on his E from 10% to 8%. And all of this was made to limit the amount of damage he could do building defensive items.
The reason why Riot nerfed this build had to do mainly with SV. SV was the go to item in the highlight of his Juggermage build, and it pretty much invalidated every AP match up against vlad.
So if the Juggermage ever made a return, Riot is likely going to nerf it again.
