What Riot SHOULD be doing about Tier 1 & 2 Runes.

First and foremost, their proposed changes are dumb. ALL THEY NEED TO DO IS THIS. A Tier 3 Rune costs, say, 600 IP (for the sake of this scenario). The Tier 1 Rune for that type then costs 1/3rd of that (200 IP) and the Tier 2 Rune for that type then costs 2/3rds of the Tier 3 cost (400 IP). When a player wants to get Tier 3 runes, all they should have to do is combine the Tier 1 and 2 Runes of that type, or pay the difference (i.e. Tier 1 --> 3 = Pay 400 IP, Tier 2 --> 3 = Pay 200 IP, Tier 1 + Tier 2 = Tier 3). SIMPLE. And Riot could then just keep Tier 1 and 2 Runes as they are and just change how the combiner works.

This leaves out the secondary goal though: allowing newer players to learn to use the Rune system and get runes while not spending a fortune on them. Now that one First Win bonus can get you a full set of Tier 1 runes for a category, sub-20 players won't have to make the choice between spending on runes or spending on Champions for a while, especially since you can play at level 30 with some Tier 1-2 runes mixed in if you don't mind the slight disadvantage.

This still wouldn't eliminate the "noob trap" runes though. Even if you could upgrade a tier 1 rune into a tier 3 rune, that won't always mean much if the tier 1 rune you bought is a crappy rune anyway. This is one of the things they want to change with the rune changes.

Well you could still get rid of 'noob trap runes', but there's always the potential for some pro player to make it a standard setup.

or just remove tier one runes all together and have a standard set of runes come with your new account and two rune pages?
