You really want to improve the quality of solo queue? Start generating traction for the complete removal of duoing.
I'm very biased on this as I feel It just adds to much RNG and thus ups the # of games needed to compensate as well as creates some very one sided games. On the whole I feel its just a negative towards building a more competitive ranked experience related to individual skill.

Eliminating Duo Que i feel would be a huge misstep by Riot and would cause a lot of players to jump ship and just play other games. I think it's simply too popular and a well known thing to be eliminated.
However i do feel that it should be at least considered by the people to make these kinds of decisions, It would have it's benefits assuming they market it properly so people don't feel the loss of being able to duo queue too much;and instead focus on all the benefits it would have.
