Each team is likely to play more than one champion, so they'll just select some other champion from the roster. PawN played more Fizz and Jayce than Talon, yet his skin was Talon. So we'll probably not see any duplicate skins.

Many supports are seeing play in LCS Zed isn't even close to being used in any pro games Vayne is not as contested as kalista/tristana Lee not even top jungler

They are currently playing on a patch before all the relevant buffs / nerfs went through that will make those champion strong, but will be once worlds comes around.

Assuming they're not releasing duplicates, the following champions won't get a skin: Singed, Rengar, Talon, Twitch, Thresh, Corki, Janna, Karthus, Gragas, Jarvan IV, Nunu, Ezreal, Shen, Orianna, Dr. Mundo, Jaz, Lee Sin, Zed, Zyra, Vayne.
