This match up was painful as Diana. My main issue is avoiding his pillar of flame while maintaining competitive cs pre level 6. The combination of his click-targeted Combustion and his Pillar of flame would slowly whittle me down. How do I correctly play against him? Do I make boots+pots my starting items? And how do I bait his pillar of flame specifically with its rather short telegraph?

Skill Order, Q>W>Q>E>Q>R
Take CS that you can with your Q, Use W to shield damage if you need to. You should not be focused on beating brand in CS pre-6, but surviving and getting what you can. Back just before you hit level 6 and grab 2 doran's rings. If he doesn't back and you at least clipped him with 1-2 Q's before then you now have huge kill pressure on him. Make him fear getting in range to damage you and you can effectively zone him out of CS while you close the gap. If you hit him with a Q and he is under 75% hp, you can kill him with R+AA (with 3rd AA passive proc)+W+E+R+AA+Ignite easily (would probably do it while his E is on CD just so he cant E+Q to trade back and stun you).
Serenity Now2 votesIn a match-up with a long-ranged or spammy opponent, Flask and health pots are your best option.
A Q into the back line creeps, followed by W and AA will let you keep up in CS without taking too much damage. If you do get low, you'll have to hang back and farm with Q alone until your health recovers. You just want to survive without giving up any kills.
With Brand, you could sit in your creeps and soak up a pillar. That's going to push the wave towards your tower and you can farm more safely.

Assassins naturally cannot do well in lane vs mages (unless your 
lmfao). Diana roams much harder than Brand, you don't have to win lane vs him. Just roam top/bot whenever you can and with Diana's ult she can easily get kills.
