These changes for mage are pushing the meta agenda

Chances are, you can blame the pro scene for that.

The pros would abuse blue buff, heavily, And Riot was forced to work around that.

So that in mind, I would have said that Blue buff was always mandatory. If you were going to abuse the limit of what mages can do.

In some its not but very rarely. They need it because 1. they use it better then almost every single other champion, sans udyr. 2. they poke which drains their mana which means no mana for a team fight. 3. their damage is more important in the damage profile of the game.

Everyone likes a blue every now and then but don't complain when the best class to use the buff wants it because its statistically better to be on them. At this point in the game its pointless to argue you could use it better or it'd be better on the jungler.
