I appreciate your concern and paying attention to Zed, but he needs NO change. No. Change. Lethality needs to change (which you are changing). Zed is still zed. He is high skill cap and the post rework put him in a great spot. Makes you focus on the ADC. I still perform VERY well with Zed, I have about a 65% winrate with him in ranked and mastery 7. He is still a solid champion.

Zero Skill Tank2 votesMages are heavily specialized. There was never a situation when one mage overshadowed whole class, because they have heavily diverse kits. Meanwhile Zed, whenever he is strong, is the only assassin worth taking mid, like it was back in season 6 and in season 3, excluding rare situations when you just can't afford AD mid and LB is better.
Hating on mages is completely irrelevant here - Zed was made more specialized for the sake of other midlane assassins.

But if Zed is strong, he overshadows all other assassins, and the only reason not to pick him as assassin player is because you are not mid.

Ori has a teamwide nuke that can be carried in.

Mafia LeBlanc3 votesI think Zed at his core is a much healthier champion than, say, Yasuo, Kat, or LeBlanc.
His problem is when his shurikens waveclear with zero risk and allow him to farm, resourceless, at a range because of shadows.
However, his kill combo is easy to counter (hourglass completely negates it, Janna completely negates it, CC him after he lands and he explodes, etc) and he will only really kill you if you're out of position.
That being said, he's terrible right now in every way. He's a free lose if anyone is stupid enough to pick him. I think he needs help, but his wave clear should never, ever be buffed.

BastionKross1 votesOP.gg says that Zed is sitting on a 50% winrate and 6% pick rate. Those are fair numbers for a high skillcap champ like Zed. Not quite sure why he needs buffed, unless Riot is trying to change him back into the monster he was in season 6.
I'm okay if that happens, since ten bans are coming soon. I would expect Zed mains to want to keep their champ at this level of power though, to avoid their main becoming near permaban status. Especially after next patch, when CoC gets nerfed and Poppy falls off the ban list (more than she has already).
