if riot is willing to give garen some buffs, why not just change his ult into physical damage?

So garen as one of the oldest champ, received some buffs during recent seasons. Therefore I'm assuming riot thinks this champ is a little bit weak. Then why not just change his ult into physical damage scaling type? In reality no one is gonna build ap garen, and this is one of the most single target damage ability. Riot even add true damage on whoever is marked, then why not change it into physical damage?

His ult dealing magic damage is actually a good thing, usually people will rush Armor before MR unless the team is heavy AP and that means that Garen's ult is still extremely effective. Even at the end of the game, 90% of the time tanks/bruisers will have more armor than MR, and Garen's lane opponent is still forced to rush armor to counter him. If his ult did physical damage someone could just buy a chain vest before Garen hit 6 and his ult would be completely useless for the rest of the lane, and probably the rest of the game unless they buffed the damage.

Why? The ability doesn't scale with AD or AP currently, so you're just getting base damage + execute damage out of it whether it's magic or physical damage. And having more mixed damage is probably better, most people wouldn't expect a magic damage nuke on them if they're stacking armor against a Garen. Honestly, a better buff would just be to have it do true damage always, although that would take away from the villain mechanic.

This would just be a net nerf to Garen more than anything. Champions already have higher base armor values than MR and they will usually have decent amounts of armor regardless of whether or not they are squishies or tanks. If you manage to get on top of them and E them to oblivion then it would at most break even or be ever so slightly stronger while weaker in every other case that doesn't have a hexdrinker involved

his kit is way too bland for any amount of buffs to put him in a good spot he needs a GU or just a slight ability rework with some thought put into it unlike the jugg update
