Should cloud drake be buffed into permanent movement speed+slow resistance?

Alright, so drakes are not functioning exactly the same between pro games or non-pro games, but I believe almost if not all players agree that cloud drake is not a impactful drake despite a recent buff. Pro game's casters also don't like ocean drake that much but I feel it's a strong drake in non pro games since players fight more. So here's the point, cloud drake is not rewarding the same or at least even close to other drakes, which is not a surprise. How many of you buy boots of mobility if you are not support? The movement out of combat it gives is 115, which is even way more than a triple cloud(75). Yet I don't see other roles purchasing it too much. And while boots of swiftness is not popular too, we all remember the moment that boots was real popular when the price was cheap. Therefore, "movement out of combat" is just not favorable. Then why not buff it into permanent movement speed(can be lower than current) plus a bit slow resistance and make it similar to the boots of swiftness? I think it will makes cloud drake much more useful, and much more worth to get while not breaking the balance of the game too much.
