revert evelynn frenzy change

The change ended up hurting her instead of helping her. She cannot stick to a target and the reset from ability usage seldom occurs enough times.to be worth the chsnge. Pleasr put gotta go fast back. I recommend altering her damage and abilitirs.

Make hate spike have a normalized ap/ad ratio so she has a bit more damage early game, at the cost of some late game damage.

Make ravage.magic.based and see how she performs.

The changes.made to evelynn ddid not improve her gameplay, and it would be greatly appreciated if a riot member commented on the issue.
