Morde? As in Mordekaiser? Mordekaiser is constrained by mana?

Considering that he has 0 (+0 per level) base mana, he's not lying: you can't waste a single mana without going OOM.

Yep- what Ghostcrawler said. He could mean that Morde's shield could use some improvement.

But Morde is more constrained by his mobility and lack of efficient tank gear I feel.

What... is he trying to say health costs and gated shield?

Honestly if you just gave Morde more move speed and better aoe spell vamp with a shield that only decays outside of combat and he would be great...
