How to fix Thunderlord's Decree

Oppressively artificial burst is the entire reason why Deathfire Grasp was removed and Lich Bane nerfed. Except now it's not restricted to AP or niche champions. Decree is being used by an extreme majority of builds for its boost to burst on literally any champion.

Good on them for buffing the other masteries, but it's not going to solve Thunderlord's issue: Its method of proc'ing.

Right now it uses a three stack system that causes any AA, tick of DoT, and/or ability hit to contribute equally. The CD is supposed to make it unnattractive to DPS, but we all know that's not really working because of its potential for lane harass and/or flat-out quicker kills, plus its scaling with AD and AP.

To fix this issue, make the cap for stacks 12, and the stacking system as follows:

  • 1 for autoattacks
  • 2 for multi-ticks
  • 4 for abilities

Since it will take 12 AAs to proc it, the delay in payout only makes the CD worse. (Twelve might seem extreme, but every champion still has some kind of damaging ability) The 6 multi-tick requirement will curb the exploitation done by specific champions like MF. Then normal ability procs are left unchanged. Most, if not all, of the unhealthy users of Decree turn to the Ferocity keystones.

Increase the CD. Not even Supports who need it to harass in lane should have it up 3 times every 2 waves. Then maybe outside of poke Supports, I can see wombo combo comps taking this mastery.
