waiting for WoW16 votesIt used to when Banshee's Veil first came out. The thing is every mid laner would start rushing banshee's veil first item and it hurts a lot of early game focused champions who basically lose all of their kill pressure in lane.

is extremely effective when it comes to reducing enemy kill potential to 0, and Riot wants the laning phase to be interesting, not just a farm fest where both laners rush resistances since it is the optimal dueling/trade item.
