I find it really hard to believe that they dont see how it hurts Ranked letting Smurfs play in ranked games.
It LITERALLY is the same as Boosting just you dont know the people you are boosting. (In some cases they do know who they are boosting "Friends")

Also, if people were forced to give their SSN out to play a video game, Riot would lose thousands of players. They can't ban based on IP either because a lot of players share IP; siblings, parents/children, public hotspots, dorms, etc.
