Can someone explain why Poppy was reworked into a tank?

Getting rid of her ult is one thing, because it was pretty OP in it's previous state. But gutting her AD/AP ratios and making her a tank? Why did you do this Riot? Why couldn't we let Poppy keep her damage? It honestly wasn't that amazing, when you think about all the other burst abilities that exist in this game.

Poppy still does damage... I don't know what game you're playing... but its not league.
