Lucian was picked every game at IEM San Jose

Also worth noting: Besides Lucian and Corki, there were 3 other ADCs picked:

• was picked three times, winning once. Once against Corki mid/ Lucian bot in game 1 of C9 vs PaiN Gaming, where he lost. And again in games 2 and 3 of ALL vs. C9. Graves won game 2 and lost game 3 in that series; it's worth noting Corki was banned in both of these games.
• was picked alongside a Corki mid in game 2 of C9 vs PaiN Gaming, and won.
• was picked once, in game 1 of TSM vs. UOL, and lost. Worth noting Corki was banned this game.

I understand IEM is not a huge sample size, but I hope Riot takes a strong look at Lucian. So far Lucian has received almost no nerfs without a compensatory buff (only one I can think of is the added 40 mana cost on his dash).

Corki also seems to be quite powerful. After Lucian, I suspect he will be next on the chopping block for his crazy mixed-damage burst and sustained damage potential.

Picked? or do you mean "Picked or banned"?

I only ask because I thought I saw a game where he was banned, I may be mistaken though.

PBE nerfs are there.

He got a hard nerf to his passive on the PBE

still didn´t do anything specifically impressive in most games. Corki on the other hand even forced bans...

They're nerfing his passive down so it scales out of early game (I think now level 1 it's only 20% of AD) and that he now has a 2 second window to use it (down from 6)
