Is there any reason to pick Ziggs over Xerath?

Is there any reason to pick any other control mage othan than lux?

Is there any reason to make this same repeat thread with zero intelligent content in the post?

Honestly?

Ziggs has safe farm and poke and can use his W to disengage from ganks if well used.

I once was less than 200 HP and managed to outplay a Lee sin that tried to tower dive me. Best day with that champion.

Xerath has safe poke as well, but his disengage is a stun that requires the enemy to be farther to last longer.

Ziggs has better zone control and mobility

Xerath has better siege and sustain

Outside of their long range, their playstyle is not very similar - machine gun vs sniper?

Global waveclear and tower pushing, obviously.

But this thread is inherently flawed because it implies that it's worth picking Xerath. You should be making the comparison to Vel'Koz.
