I don't see the need for an AD assasin item

Zed has been a problem to deal with since his release and is pretty strong again after his recent buffs. Same goes for Yasuo. Talon has a 55% winrate in diamond for months now. Wuckong has never fallen out of favor. Rengar still deletes squishies in 0.1 second. Kha Zix might be in need of buffs. And Lee is always in meta. So my question is: For who is the new item and for what purpose?

The new item is not solely because AD assassins are too weak. Also, their strength on the current patch is amplified by the strength of the Precision/Thunderlord's combination.

Rather, the new item should allow AD assassins to be balanced around these specific tools for their job, rather than just general AD itemization.
