Ive played a lot of Ivern. Mastery level 6 Ivern player here. 
is useless right now. Ivern has no solo play capability at all. When your team is trapped in your base he is litterally useless. Please buff this poor sap.
undesirable team1 voteslol he is meant to be able to make his team get fed and pressure the enemy jg. the point is you don't let your team lose and you will support them later (by ganking)

first, mastery =/= skill, lol
but on a serious note, he's more a supporty jungler. and like a support, no solo carry potential. he exists to buff allies and/or counter jungle, not much else.
