I mean, I feel like his playstyle is literally trolling, but no, he's not a "Troll pick".

You must be joking. Singed is far from being a troll pick. He's on of the champs that make me want to strangle kittens in frustration. I absolutely hate having to play vs Singed. Fuckin freelo champ.
He is annoying of a pick who is either obnoxious to play against or outright useless but he is not a troll pick.
Troll pick? No. Viable pick? Well, you can do well as Singed but realize you're putting yourself at a disadvantage by playing him instead of a better, more well rounded tank.
