if soraka didn't have an incredibly spammable heal and had to rely on hitting her q to heal her team mate it would make her a lot less cancerous i think

No. Having a spammable heal is was makes Soraka Soraka. She wouldn't even be able to do any healing at all without an enemy champ around. She already has to rely on her Q to heal her team mates because without it she wouldn't have any health to heal them with.
Its spammability is already limited by Q in the first place, or at least it should be assuming she isn't getting a bunch of regeneration that she shouldn't be able to get from items like Warmog's.
Your suggestion also encourages her to build tankier, which is bad since her design is supposed to be based around her not being tanky.
