Gnar + Minions issue

Gnar's hop stalls a minion when he bounces off of it. That means if he hops off of the first one in the line, he can strategically slow down his wave's approach to ensure a safely frozen lane. Early game jungler's nightmare.

Dunno if that's intended or not, but are there champions that can do something similar?

How long is the stall? the other minions will move past a stalled minion. You can do this by using your champ to make minions move around the champ (and its not very effective).
