Is anything being changed to prevent sitting on placements until the end of the season?

This was a major problem in past seasons, which punished us for doing our placements and taking breaks from the game.

Essentially, you could end season 7 at Diamond, and not do your placements until the last month of season 8. You would be placed into high Platinum as if MMR inflation weren't a thing, with your MMR starting around Diamond level.

If you did your placements at the beginning of season 8, climbed to Diamond IV, and stopped playing for a few months, and then decayed down to Platinum V, your MMR when you come back would be around Platinum III due to inflation.

This system seems like it initializes your MMR during placements based on your final rank at the end of the previous season, and not your MMR, which is completely broken and punishes anyone who doesn't intend to play all season for doing their placements early.

Is anything being done to address this?

yes, season will be devided into 3 subseasons, you get rewards based on your ranks during that time. from what I have heard, while I do not think this is a supposed to be a dirrect counter, I think its meant to make it more fun and interesting, I think it has the affect to also make people play ranked throughout the season and not just starting your placements at the end of the season

That is all you really need to know to know your answer. No, there will not be anything done to cater the system specifically towards players who do not intend to play all season. Riot will tune the system for the general population, not for those who want to play far less and get the same rewards.
