Steraks wouldn't need a nerf...
...if AD champions had a better anti-burst item. I'm looking at
at the moment, an item that is barely built because its survivability is just that much lower than BT, and it's just overall not that great on most champions (
possibly being an exception).
I'd suggest something like changing DD's second passive to an active - "for the next 2 seconds, all incoming damage is converted to a DoT that does 1/3d(or 1/4th) of its damage every second."

at the moment. Every single tank item has been changed somehow to make it less effective for ADCs -
has a melee only part,
anti-crit part isn't really useful for us, etc.
might be a possibility, but you know what, the price is high and the stats are poor, and the thing comes with a 5 minute cooldown. If we're getting killed to the point where we need a GA, then GA is pointless because it'll be popped anyway. GA is more effective if you're ahead than if you're behind and struggling. It isn't really a defensive option.
ADCs and other heavy AD champions need an item that allows them to survive the instant burst of some other champions. Nerfing steraks won't remove that problem, it just means that we generally need to put more gold into items we don't want so that we can be useful. When steraks is nerfed I'll be building randuins instead, and it will suck and feel bad and I will hate it, but there is no other choice.

A good way to make the item good would be the bleed effect to distribute the damage over 6 seconds and for it to be 20%.
