It seems like he is, he doesn't have as much tankiness when he gets behind and has crap cc.

EvilMerodach1 votesMostly. I mean he still has a pretty long stun on AA and a double dash to get in and stun someone useful to stun. But he's build to win lane/trades hard, so if you don't do that, you probably deserve to be useless/enemy deserves to be far ahead of you.
