Why does Riot only listen to people who complain or give feedback that Riot likes?

I noticed something with the LeBlanc revert (I don't spend much time on the forums). When people complained about how LeBlanc was clunky and not fun, no matter how many people said she's ok now (as the issue many that she needs a bit of time to kill), Riot listend to those who complained.

After the reverted LeBlanc hit PBE, no matter how many people said that it would be both better and healthier for LeBlanc to keep her current R, Riot didn't even said "we are considering it", which even if we know it won't happen even if they say it, at least they show they care, but when someone gave "feedback" on how the PBE version is good and just some minor tweacks needed, Riot did respond with "This is helpful feedback, thank you".

Why is that? If they don't listen to anyone, I'm cool, but if they listen, then listen to all the players, not only those who give feed back Riot seems to agree with.

EDIT: By "complaining" I don't mean negative feedback, but the usual "this is trash" or "this isn't good because it's not my champ" cries with no other type of feedback, and by "feedback they like" I ment feedback that supports the changes Riot made, and the refuse to reply to feedback that is against the changes, regardless of reason to both.

Added a small edit after some of my friends told me it's a bit "confusing" what I ment with each.
