40% armor pen then 80 armor pen or 80 armor pen then 40%?

EDIT: Which is applied first is what I meant. I commented below I looked it up

Generally for early you would want Lethality first. The Armor pen focuses on bonus armor. Now if you are talking about Armor shred, that's a different story. But generally, Lethality first, then Armor pen.

Lethality comes with AD regardless so its superior to the others in terms of dealing damage.
