Depends on a lot more than just that.

If you are not good overall in the game you just can't cs well Cs is not just about last hitting but also about when to back when to roam and just using your time more effectively throughout the game

true , just watched dekar 173's stream yesterday and the amount of effort he puts in is insane , tho he had more than 10 cs per minute
