Nerfing the Jungle has been doing the opposite of what Riot wants.

In case anyone is unaware, Junglers are currently able to swap their Tier-2 Jungle Items with another Tier-2 Jungle Item for free. This means that Junglers who suffer from a low-sustain early clear can start with a Ranger's Trailblazer and swap it for a Stalker's Blade for free. This at least helped keep some diversity in the Jungle by allowing weaker Junglers to at least compensate for their early weakness without sacrificing too much to play with their strengths.

However, in the upcoming PBE, there will now be a price for swapping Jungle Items. Riot's justification for this change is to tone down the 10% of Junglers who are quite strong right now, but this also hurts the other 90% much more. I would argue that this does not benefit the Jungle that much, and it would reduce Jungle diversity even more.

Additionally, I will argue that nerfing the Jungle is no longer a good way to increase Jungle diversity, as Riot intended to have during Preseason 5. The last few Jungle changes were nerfs that affected all Jungle Champions, but it has hurt the 10% of stronger junglers much less than it has gutted the 90% of other Junglers. Strong Junglers, like Jarvan, Vi, Lee Sin, Nidalee, and Fiddlesticks will always be strong, regardless of how brutal the Jungle can be. And so, nerfing the Jungle will not hurt these strong Junglers as much as they will hurt lesser-tier Junglers or out-of-the meta champions like Leona or Gragas.

Rather, in order to reduce the strengths of the strongest Junglers, I believe that buffing the Jungle so that everyone else can compete would be a better option. In the current situation, the 10% strong Junglers are strong not because they are overpowered but because all the other Junglers became weaker due to the brutality of the Jungle. Instead, if everyone else in the Jungle can be strong, the current 10% of Junglers will become weaker in relation to all the other Junglers. A good champion-specific example of this is Jarvan. Jarvan was never broken; his kit was healthy, offered utility, and allowed him to perform fairly well in the Jungle. When Season 5 hit, Jarvan suddenly became the strongest Jungler not because he was "broken" but because his rivals in the Jungle became weaker. If we were to make Jarvan weaker without changing him, it would be a good idea to increase Jungle diversity by buffing everybody else.

Basically, in order to increase Jungle diversity, like Riot originally intended, I would like to argue that nerfing everyone will not be the best option anymore. As we've seen, the nerfs hit the strongest Junglers the least while hurting everyone else much more. Instead, I believe Riot should try buffing everyone; if the buffs work similarly to the nerfs, then the strongest Junglers would make less use of the buffs while everyone else who have been struggling will significantly benefit from the changes.
