Why isn't Ziggs seeing more play?

Like, you can literally autoattack Zed out of lane at level 1 with your Q, and once you get mana regen he can't ever outpush you and you can just clear waves from under your tower forever. He's so, SO safe against assassins with satchel charge, and he has lots of ability to affect other lanes even without leaving thanks to his ult. It's like Lux if she had an escape/knockback in her kit! So why isn't he played...?

I do play him, problem is that playing only Blind pick, It's rare when I fill and get last pick mid.

It's either him or Veigar or Heimerdinger.

Ziggs is my main and my comfort pick. He has my best winrate of all my like 20 champ pool. I rarely play him unless doing ranked. He is fun but if caught out the bomb only helps so much. If you dont have mana regen, zhyonna, or ryalis then you cant kite or survive as easy. Laning phasemid game is great but he does fall off late game which is a problem with low elo. If your opponent isnt aggressive it is rather hard to get fed. Even with the recent buff

Because his abilities are the easiest things in the game to dodge. They're only good for pushing and stopping enemies from pushing.

You have to land his skillshots... and people can dodge. His dmg is not that reliable. Manaless assasins are easier to play once you learn them once.

I don't use him because I feel he is entirely too weak early. His mana costs are too high for the damage he puts out and his clear has been nerfed pretty heavily through both bomb and minefield nerfs. His wave clear is poor until he has both a mana regen item and a big source of AP, unless you want to burn your mana out and have nothing left to fight off your opponent. His combo does not usually 100-0 people unless he's super ahead, he needs multiple rotations. Basically, there are other mages that do the same things Ziggs does, but with better burst and resource management.

Reliability is something Ziggs lacks.

Yes, you can clear a wave, but it's much harder to land that Q onto an enemy champion if it's more than one bounce away. Yes, he has a satchel charge for disengage, but it takes longer to get down and use than his competitor's equivalent CC.

Riot essentially decided that Ziggs's role is to push out minion waves and that's about it. Every time I've tried using him since the end of Season 4 he's just felt inadequate for the job.

Because, currently, why pick Ziggs when you can pick Lux? Sure, he has en escape, which sometimes works, but Lux's shield currently makes up for that and also provides some shielding for her team as well. Not to mention her Q is OVERALL easier to land than a Ziggs Q for the average player... and provides a 2 second root.
