Singed gets big buffs, still no change to his passive

Singed's passive is basically a dead ability. It does very little, to nothing in his kit because singed builds very little mana. It's also a boring passive. You barely feel it in game. Sure, Ryze passive and Vlad passive are the same, but their entire kits rely on these passives. Singed doesn't use his passive almost at all.

Hell, I feel like Fizz's passive would fit better on Singed. Since he constantly has to wak through minions to use his Q, and since he loves proxying, that extra bit of damage denied in the early could make the difference, and being ghosted would really help his lane.
