before: your basic attacks and abilities make your basic attacks deal 1-14 bonus damage per attack (max 8 stacks)
after: your basic attacks and abilities give you 1-6 AD per attack (max 10 stacks)

Erockandroll1 votesThey didn't say they were nerfing it exactly, they said it was too specific. So they changed from adding bonus damage to adding AD, allowing a little more synergy for those building crit chance.

Geshultz1 votesStill overall a net nerf to any on hit ADC such as kog'maw/kalista because one it takes more time to get to 10 stacks and 2 both their kits have better synergy with on hit effects then crit. As well as not applying fully on Ruccan's hurricane overall was a nerf to Fervor of battle on anyone that uses Hurricane with fervor. Since it is now reduced to only 25% effectiveness unless the crit with IE which makes it only 65% effectiveness compared to before where it was 100% effective constantly. That and the amount of time it lasts was reduced from 6 to 4 seconds. Overall it was nerfed. It just depends on what ADC is using it. If they scale well(Have tons of different ad abilities the nerf isn't as bad) If they rely heavily on on hit effects then it was a massive nerf.
