It's just... I dunno kind of silly. Jinx and Tristana for example have huge attack speed buffs but are near the bottom (Jinx being in the bottom TEN) of base attack speeds. :\

IcyPepper2 votesYes, that's um basically what I just said. Her Q's passive gives her boosted AS, so she needs to have low base AS to compensate. Overall, she gets more sustained damage similar to Draven than other adc's, but only if she continually autoattacks (hence working for it).
It's how multiplication works. Since it's a passive, not an active, it saps a lot of her power budget. At max rank, Jinx's Q gives 130% bonus AS if she continues to auto (towers are at her mercy), while many adc's normally get 40-50% bonus AS at level 18 naturally with higher base AS. If Jinx didn't have gutted base AS, she would be a terror.
Think for a moment. If Jinx had normal attack speed, she would have somewhere around 170% bonus AS without items at level 18 with a normal base AS. That's... terrifying.

A passive +20 AD steroid is completly meaningless if you have -20 AD compared to everyone else, essentially causing an ability slot to be completly wasted and do nothing.
's passive and among the worst MP/5 in the game.
Especially considering more than 10 champions exist like 
that essentially have double the number of abilities to choose from.
Also in Lissandra's case because manaless champions are a thing.That said - I'd say 
design with taxed bases is really solid and probably the best in the game.
She has a machine gun and a rocket launcher. Having low base AS allows the machine gun to feel like a machine gun and her rocket-launcher to feel like a rocket-launcher without having to resort to negative stat penalties, which adds to the feel of her Switcheroo! skill. And with essentially the highest AS steroid in the game, she still gets to pew-pew significantly faster than you're average champion despite her taxed bases.
