Suggestion for New Rule For Ranked and Normal Draft: New Champions

When a new champion is released, people always do their best to ban them 24/7 in Ranked. Understandable to a degree. Majority of the player base will be first timing the champion and if he is OP, he will be a horror to play against. All situations accounted for, new champions shouldn't be first timed in Ranked. So, what I suggest is Riot disable new champions in Ranked. After a week, the champion will become able to be picked and the enemy team will have to ban them if they don't want them played. This forces players to use their bans for much more CERTAIN threats that are actually a threat to their composition past just "this new champion shouldn't be picked here". This rule is already practically enforced by the player base, why not just add it in?

Now for Normal Draft, at the same time, it is important that remotely accurate data is collected on a new champion after release. Currently, new champions are banned just about everywhere, whether it's Ranked or not, just because someone is afraid of someone first timing them and losing. However, this is childish. If you always ban a champion and at least 1/10 people also do the same every match, the entire community in reality is only really delaying when a champion will be first picked and played with them. Oh, the champion was permabanned last patch? Well, they must be ok this patch, right? Wrong. No good release data was probably picked up on the champion since they are hardly ever picked in any queue past Blind Pick, which is overall the least accurate queue to measure a champion's performance post release since usually almost no planning goes into each match. People just go where they want and pick whatever they feel like. However, in Draft Pick, people usually plan to a certain degree which is acceptable, making for the perfect space for a new champion to be measured in. So, for a week after release, I propose that new champions CANNOT BE BANNED IN DRAFT PICK! This forces players to both adapt to new champions and allows Riot to get a more constant and accurate stream of data to balance the new champion with. Furthermore, it actually allows people who purchased the new champion to play them in a somewhat decent environment that will allow them to almost guarantee their role and pick the new champion they purchased. If the champion turns out to be absolutely broken, this isn't a huge deal! It isn't impacting anyone's actual rank and, since Riot gets a more constant stream of decent games where people have played as the new champion, they can more quickly hotfix the issue and be as accurate with their nerfs (or buffs) as possible. It's a win win for everyone (except people who just hate change and hate new champions in general).

Thoughts?

New champs should not be available in ranked at all. They also shouldn't be bannable in normal games though.

Perhaps you are right. It would be better if a broken champion had no chance of impacting Ranked play.
