So what, if no one grabs smite, should someone be randomly given it too? Makes just as much sense as your idea.

...What if I'm taking smite as a legitimate double smite? Maybe I'm morgana, or vlad, or Morde, and my spellvamp makes smite a useful healing and minion nuke. Should I be forced into a different Summoner Spell because someone thinks what I do is bad?

Would be interesting if they could allow the teammates to make the call: if all 3 teammates choose to make a person switch from smite to teleport (excluding the 2 with smite) they're switched. Would probably make the insta-lockers rage but would be... interesting. Doubt it would help though, just feeding. What if he legitimately could make double jungle work and no one trusted him?

From my experience, Double jungle actually works well if done correctly. Although, it seems like it would be best if bot lane was playing against a passive lane so that they don't have to worry about getting pushed or attacked too much. If you had a caitlyn or something vs. a passive lane, you could just farm safely and let your double jungles counter-jungle and gank their jungle etc...
