Is it really acceptable for Kled to be able to counter an entire class of champions?

Got done playing against another Kled, and he seems to counter assassins 100%- considering, assassins drop their load and are suppose to escape killing them or them dieing themselves. But in Kleds case, he doesn't die and if he builds tanky, he will chase your ass down and kill you. Even in Leblanc's case, unless of course if she has enough CDR to actually escape. (If you want that full combo to try and kill him anyways, poking is just fine with her- however you run out of mana.)

There were champions before that ABSOLUTELY countered certain champions, however they have since been removed from the game from a toxic kit and replaced with more heathlier kits. For the most part. Via, Veigar, Galio (nerfed for obvious reasons, if he was able to be strong- the game would be living hell with him in it.) and Rammus- which, for the most part, is countered by items such as and variant builds that penetrate armor to get around Rammus- that and he has obvious weaknesses like him being out of his coiled defense. However, Kled has so many things in his kit that he can just straight up avoid assassins killing him off. Thoughts?
