I don't think pushing Cassiopeia players into building abyssal mask first to make up for her missing e base damage was what Riot had in mind with their changes. They were trying to get her to build more AP early instead of scaling items and instead pushed players into building even less AP in lane.

Yes because taking out 15 base damage at rank 5 was meant for level 1.......... lol..........................................................................
The only reason people even started building mask in pros was because they started abusing the 10% magic damage increase to make up for her missing E base damage instead of stacking the 300 AP needed to make up for it in solo queue.
115 x 0.1(10%) = 126.5 base damage almost back at 130 without needing 300 AP x 5% increased scaling.
