The two best CDR mage items item 3165 item 3174 fill the exact same role, are almost exactly the same in stats and function, and are never purchased together. item 3152 is basically only viable on one champion, and item 3100 is viable on a very small handful.

If you don't utilize mana Kennen Rumble Katarina , buy something else for mana such as tear/roa Cassiopeia Veigar Swain Orianna Maokai Karthus Kassadin Fiddlesticks , or have a mana management passive Lissandra Xerath you've got virtually no options for cooldown reductions. This is why champions like Orianna Veigar buy morello/athene's even though they have extreme synergy with Seraph's Embrace and can stack it easily. This is why Xerath builds morello even though it's absolutely possible to function with no mana regen other than your first item 1056

Whether it's valid or not, it's been a fairly common argument that CDR has to be tacked onto mana regen items or it would be abused by manaless champions, most notably Vladimir . Now may be our only chance to rebalance CDR AP items so that it is possible for champion to get a healthy CDR item without the mana regen. I'd love to skillfully manage my mana and stack a tear efficiently and be rewarded for my investment, rather than it being garbage because the 20% CDR is infinitely more valuable. So please, consider this in the mage rework. CDR doesn't have to be associated with mana regen.

There are other culprits. When DFT was removed the main noted culprit for not replacing it with a CDR / no-mana item was Katarina .

Here's the thing - there ARE some alternatives to getting CDR. Scaling CDR Glyphs will grant 15% Boots of Lucidity will give 10% 2 flat quints can give 5%, or 3 scaling quints for 15%. There's the 5% mastery that also increases the cap.

So you can literally buy just the boots, take the mastery and all the scaling CDR runes, and you're at 45% CDR.

Oh, you want magic pen boots instead? That's called a TRADEOFF. You can't have everything, it would be OP. Build a void staff earlier, most non-mana regen needers actually benefit a lot more from items like Void staff and Liandries / Abyssal than other champions do.

You want AP glyphs/quints or mr or MS or whatever? Again, it's a TRADEOFF. You can build those other stats. There's the alacrity enchantment you could build earlier to tradeoff for not having MS quints. You can build Abyssal to make up for not having MR glyphs. Etc...

I actually AGREE that there aren't enough CDR options in the game. I just don't think we need to focus on adding mana-less CDR items. Most of the potential abusers are already balanced around not having that access. Sure, they would love to abuse them, but that will just require nerfs in the future and more balance changes - why are we creating problems to fix?

I'd be more than on board for throwing out a few 15% CDR items (just to balance things out whether you need 10 or 15 or 20 CDR). These items shouldn't be huge damage items (NONE with magic pen, and if they're with AP there shouldn't be too much AP and there should be other side-stats). This is probably what causes the issue, outside of AP and Magic Pen what stats does an AP champion really need? Defensive or MS is all I can think of if they don't care about mana...

Some ideas of items that could work:

15% CDR Medium AP some MS (probably %) Some sort of passive or active to make it slot efficient

15% CDR Low AP A good amount of defensive stats

And one with mana regen: 15% CDR Medium AP Medium mana regen Low armor A hexdrinker-esque passive for mages against physical damage

Simultaneously sort out some AP itemization problems against AD mid laners (as we all know that's pretty imbalanced with hexdrinker right now), give manaless champions some CDR options that don't break them (give them some non-offensive stats so they don't have huge 1 or 2 item power spikes), and sort out issues that AP champions have with efficiently getting to the CDR cap without pre-planning their rune pages alongside their builds (I thought I was supposed to build reactively in game...).

I recall a Red post a while ago. I think it was MEddler who said something along the lines of Manaless champions opt out of a resource system. This brings benefits, but should also bring limitations. One of those limitations is item choice and build flexibility.

Of course, he said it in a much clearer way than I did and gave several reasons.

Not to mention that another way is using item 3158 , but all if not most mages would rather use item 3020 for increased damage, even against squishies.
