Can we finally remove armor pen stacking. Magic pen isn't that bad and eats up a lot of damage, but often stacking armor pen is more cost effective due to AAs and higher values. The armor pen items: item 3071, item 3142, item 3035 item 3036 item 3033 , item 3156. Magic pen: item 3020 item 3151 item 3136 item 3135. I think its finally time we decided to cap people on armor pen. Making the best value for each situation apply. So if the flat amount is the highest, it applies and if the % amount is higher it applies. I understand there is already diminishing returns on it. But to make the amount you are getting more clear as well as making the game easier to balance. Stacking HP does not counter armor pen. This is due to armor pen almost always being tied to damage and now % hp damage. Mastery values would obviously stack with the best value meaning you can still get a lot.

This would solve clarity problems, balance issues, and allow you to actually build armor against AD assassins. While ADCs would pretty much untouched due to them almost always building a single armor pen item. It would also allow armor stacking tanks to have some kind of value right now. Obviously people like Rammus would need a few nerfs to keep him in line, but it would also allow item 3075 to do its job in a lot more scenarios.

I don't know why everyone is always so hostile when it comes to this. This is something that has been needed to be done for a long time. I don't care if you think that HP counters armor pen stacking, it doesn't. And now more than ever it is at its worst due to a lot of items gaining AD that are tied to armor pen.

You said it "needs to happen" and it "solves a lot of issues", but what are those issues? Why does it need it happen? What does capping armor pen "fix"? You didn't give an actual reason to do this in your post.

Think about all the people who have popped up as issues in the past who often stack more than 1 armor pen item. Zed, Rengar, Talon, MasterYi, Lucian (pre nerfs), Yasuo, MonkeyKing (only reason he isn't viable is that he has just fallen off Riot's radar), Urgot, Jayce (end of S4 he was a monster), Riven, Twitch (pre-ADC rework and in S3), Pantheon (back in S4 when he could solo Dragon, but then he ate a double nerf to the knee). Notice a huge correlation? A lot of AD assassins that were or are very strong often stack armor pen. So whenever you tweak armor pen items they all blow up again.

Riven, Twitch, and Wu are struggling due to thunder lords making it easier to abuse their weaknesses. Urgot just doesn't see play for some reason. Panth is so much snowball or lose because of all his nerfs that were directed at his team potential of being able to solo dragon and then that was fixed. Jayce they actually fixed (the correct way). Talon just struggles when Yasuo is so common mid that you can guess that he is there 75% of the time and he has issues with mana now (but otherwise he is mostly balanced, except maybe his snowball potential is a little too high IMO). Talon is like the AoE Zed that is harder to run from. Once he gets build he nukes teams, but before then he kills single targets easily and does splash the rest of the team.

So a bunch of AD champions that are not currently problematic means armor pen needs a rework? I'm not following.
