That's the point. It's supposed to make a high moment like the other keystones. Old warlord's was arguably even better because it was good both in and out of lane and gave players consistent lifesteal instead of burst heal.

oh so the cancer Vayne for example can go into stealth and get like 700hp back with her heal and energised auto? Kek. forgot its boards everyone thinks adc needs buffs here.
