How about we simply shift power from Twitch from him popping up and oneshotting everything that has pixels to making his poison actually a viable aspect of his kit. Aka like Darius who has tons of dmg tied to his bleed per say?

In my opinion every champions passive should be the core part of their kit, because no matter what it's who they are. But Twitchs feels less like DOT damage and more like "stops health regen maybe depending for a few seconds".
