no magic pen % or otherwise. yes alistar uses ult also. keep in mind its just a question i havent been alistar in like forever.

With what items though, depending on the enemy team the alistar may get away with building mostly magic resist items or may be forced to build only a few....so the "full builds" vary wildly, especially important when veigar isnt abusing void staff.

item 3089 item 3158 item 3285 item 3157 item 3100 item 3030 or item 3152 a veigar that facing squishies except only alistar built anti magic.

vs

item 3065 item 3083 item 3109 item 3222 item 3111 item 3001 (with ult damage reduction also) aka a support anti magic build its the most realistic i can come up with.

Not doing the math but keep in kind veigar R is an execute so the AP scaling is I think 100% if theyre at full health, at 33% health its 200% scaling
