Because it's the North American server. North America does not speak only English.

Parts of Canada (which is part of North America) speak French. Mexico (which is also part of North America) and many other "central American" countries speak Spanish.

On top of that, the US doesn't have an established language and many people all over the country speak all kinds of languages.

So long story short, because North America does not mean US only; and even if it did, people speak languages other than English here too.

NA, especially the US, is very diverse in its language. Depending on where you're from there's a different language that is spoken commonly. Where I'm from most people speak either Chinese or Portuguese with many not knowing much English at all.
