The only champions paying any price at all regarding mobility are the immobile ones.

For having the gall to dare to possess any counters to their mobility masters, who frequently have their mobility for no other reason than "just to add some pizzazz to their kits." You're a joke, Riot, and I can't believe anyone buys your responses when you've been giving the same "We think mobile champions need to pay more for their mobility" song and dance for two years and the only thing to show for it is literally the opposite.

Mobility creep creates the exciting plays they desire in the LCS. They don't want it filled with immobile champions making it boring to watch.

Everything has been centered around the LCS for the last couple years. It's what decides balance changes and why nearly every champion released since has mobility in their kit. I guarantee you Zed would see more nerfs than his attack speed and Thresh would have been gutted long ago if there was no LCS.

Why do you think Janna's passive is about to be heavily nerfed after suddenly being picked more in the LCS? She's relatively boring to watch, save for her ult sometimes making plays. She's not jumping over walls or frequently making flashy effects happen (like Annie's fire). The walking play-maker known as Thresh hasn't been picked as often, so they want to take out the "boring" competition so he gets picked again. The fiery, giant bear-summoning little girl and Thresh are who they want most for supports, hence the recent Tibbers buff.

Yeah Riven has a lot of downsides for her stupid damage, CC, mobility, and low CD manaless skills.

Yes and no. Champions like Kennen have to use their mobility skill to farm or push, and him and other champions like Ezreal (mainly AP build), Wukong or Talon also use their mobility skill in their offensive rotation meaning they are now in the fray, and if they bit more than they can chew will die as a result.

There are mobile units in this game that are balanced, with proper risks and rewards, not all mobility is the devil work that must be shunned.
