Because parents allow their children, with no experience in LoL, play on their accounts. Next time you see someone go 2/20, ask them their age and you'll be surprised by their answers.
ELO boosters is also an issue, but not a big one.

The fact that bronze and silver make up most of the community makes it elo hell, in that you'd expect it to be more evenly distributed but actually encounter various skill levels, however each league does have better players than the last so... it's flawed, but pretty good.

You cannot blame "Elo Hell" for causing you to lose many games. In each Elo there is not really a large amount of varying skill levels, but maybe different players being better at different parts of the game. I think the ranking system does has its flaws but there is no "Elo Hell"
